Programme for the prevention of homelessness and rapid resettlement On February 17, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009, which included $1.5 billion in homelessness prevention funds. State of West Virginia Governor s Office of Economic Opportunity - WV STATE PROGRAM program, called the Homelessness Prevention and Rapid Housing Recovery Program (HPRP), is distributed according to a formula used for the Emergency shelter grant program (ESG). Beneficiaries can provide assistance or rental services to qualified program participants who reside or would like to reside outside their jurisdiction. They may also fund secondary recipients serving individuals outside the jurisdiction, secondary recipients who are out of jurisdiction, and secondary recipients serving multiple jurisdictions. A grantee may impose more stringent requirements, such as that HPRP funds must be spent within the jurisdiction or that there is a residency requirement, but the HUD does not specify these requirements.
