Homeless and Quick Re-Housing Prevention Program On February 17, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009, which provides $1.5 billion for a Homelessness Prevention Fund. US Department of Housing & Urban Development - SALT LAKE COUNTY offers program that called the Homeless and Rapid Re-Housing Prevention Program (HPRP), is being distributed based on the formula used for the Emergency Shelter Grants (ESG) program. Grantees may provide rental assistance or services to eligible program participants who reside or wish to reside outside their jurisdiction. They may also finance subgrantees that serve individuals outside the jurisdiction, subgrantees located outside the jurisdiction, and subgrantees serving multiple jurisdictions. A grantee may impose more stringent requirements, such as that HPRP funds must be spent within the jurisdiction or that there is a residency requirement, but the HUD does not specify these requirements.
