Programme for the prevention of homelessness and rapid resettlement On February 17, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009, which provided $1.5 billion for a Homelessness Prevention Fund. Spartanburg County Community Development - SPARTANBURG COUNTY offers program that called the Homelessness Prevention and Rapid Relocation Program (HPRP), is being distributed based on the formula used for the Emergency Shelter Grant (ESG) program. Scholars may provide assistance or rental services to eligible program participants who reside or would like to reside outside their jurisdiction. They can also fund drunks serving people outside the jurisdiction, subgrants who are outside the jurisdiction, and subgrants serving multiple jurisdictions. A scholarship holder may set more stringent requirements, such as a requirement to spend HPRP funds within the jurisdiction or to establish a residence requirement, but the HUD does not specify these requirements.
