Homelessness prevention and early re-housing programme On February 17, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009, which provides $1.5 billion for a Homeless Prevention Fund. Community Development - RICHLAND COUNTY offers program that called the Homelessness Prevention and Early Housing Program (HPP), is distributed on the basis of the formula used for the Emergency Shelter Assistance Program (ESG). Beneficiaries may provide rental assistance or services to eligible program participants who are residing or would like to reside outside their jurisdiction. They can also fund subgrantes that serve people outside the jurisdiction, subgrantes that are located outside the jurisdiction, and subgrantes serving multiple jurisdictions. The grantee may set stricter requirements, such as requiring hprp funds to be spent within jurisdiction or establishing a residency requirement, but hud does not establish these requirements.
