Homelessness prevention and rapid housing programmes. On February 17, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009, which provides $1.5 billion for a Homelessness Prevention Fund. Charleston County Grants Administration - CHARLESTON COUNTY offers program that called the Homelessness Prevention and Rapid Re-Housing Program (HPRP), is distributed based on the formula used for the Emergency Shelter Grants (ESG) program. Beneficiaries may provide rental assistance or services to eligible program participants who reside or wish to reside outside their jurisdiction. Funding may also be provided to subgrantees serving persons outside the jurisdiction, subgrantees located outside the jurisdiction, and subgrantees serving multiple jurisdictions. A grantee may impose stricter requirements, such as requiring HPRP funds to be spent within the jurisdiction or setting a residency requirement, but HUD does not set these requirements.
