Homeless prevention and rapid re-housing program On February 17, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009 into law. Municipality of Ponce Secretaria de Vivienda y Desarrollo Socioeconomico - PONCE MUNICIPIO offers program, known as the Homelessness Prevention and Rapid Re-Housing Program (HPRP), is distributed based on the formula for the EsG (Emergency Shelter Grants) program. Recipients may provide rental assistance or services to eligible program participants who reside or wish to reside outside their jurisdiction. They may also fund ubgrants that serve persons outside the jurisdiction, sub-grantes outside the jurisdiction, and sub-grantees that serve several jurisdictions. The Grant Recipient may establish stricter requirements, such as requiring HPRP funds to be spent within the jurisdiction or requiring residence, but the HUD does not establish these requirements.
