Homelessness Prevention and Rapid Rehousing Program On February 17, 2009, President Obama signed the 2009 American Recovery and Reinvestment Act, which provides for $1.5 billion for a Homeless Prevention Fund. Federal Affairs and Planning Office - GUAYNABO MUNICIPIO offers program known as the Homelessness Prevention and Rapid Re-Housing Program (HPRP), is distributed based on the formula for the EsG (Emergency Shelter Grants) program. Grant recipients may provide assistance or services for rent to eligible Program Participants who live or wish to live outside their jurisdiction. They may also fund grants for persons serving persons outside the jurisdiction, sub-grants located outside the jurisdiction, and grantes serving multiple jurisdictions. Grantees may establish more stringent requirements, such as requiring the use of HPRP funds within the jurisdiction or establishing residency requirements, but HUD has not established these requirements.
