Homelessness prevention and early re-housing programme On February 17, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009, which provides for $1.5 billion for the Homelessness Prevention Fund. York County Planning Commission, Housing and Community Development Division - YORK COUNTY offers program, called the Homeless and Rapid Re-Housing Prevention Program (HPRP), is being distributed based on the formula used for the Emergency Shelter Grants (ESG) program. Grantees may provide rental assistance or services to eligible participants in the program who wish to live or live outside their jurisdiction. They may also fund ubgrantees that serve people outside the jurisdiction, subgrantees that are outside the jurisdiction, and subgrantees that serve many jurisdictions. A beneficiary may establish stricter requirements, such as requiring HPRP funds to be spent within the jurisdiction or establishing a residence requirement, but hud is not defining those requirements.
