Homelessness Prevention and Rapid Rehousing Program On February 17, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009, which ingested USD 1.5 billion for a Homelessness Prevention Fund. Office of Community Development - UPPER DARBY offers program called the Homelessness Prevention and Rapid Housing Recovery Program (HPRP), is distributed according to a formula used for the Emergency shelter grant program (ESG). Beneficiaries may provide rental assistance or services to eligible program participants who reside or wish to reside outside their jurisdiction. In addition, they may fund grantees that serve individuals outside of jurisdiction, grantees that are outside of jurisdiction, and grantees that serve multiple jurisdictions. A grantee may impose more stringent requirements, such as that HPRP funds must be spent within the jurisdiction or that there is a residency requirement, but the HUD does not specify these requirements.
