Homelessness Prevention and Rapid Relocation Program On February 17, 2009, President Obama signed the "American Recovery and Reinvestment Act of 2009", which provides 1.5 billion dollars for a fund to prevent homelessness. Urban Development Department - SALEM offers program that called the Homelessness Prevention and Rapid Re-Housing Program (HPRP), is distributed based on the formula used for the Emergency Shelter Grants (ESG) program. Scholars may provide assistance or rental services to eligible program participants who reside or would like to reside outside their jurisdiction. They can also fund ubgrantees that serve individuals outside of jurisdiction, sub-grants that are outside the jurisdiction, and subgrantees that serve multiple jurisdictions. This grant may establish stricter requirements, such as the requirement to spend HPRP funds within jurisdiction or establish a residence requirement, but HUD does not lay down those requirements.
