Homelessness prevention and Rapid Re-Housing Program On 17th February 2009 President Obama signed the American Renewal and Reinvestment Act 2009, which allocates $1.5 billion to the Homelessness Prevention Fund. Planning Department: Neighborhood Development Division - HAMILTON CITY offers program called the Homelessness and Rapid Rehousing Prevention Program (HPRP), is being distributed based on the formula used for the Emergency Shelter Grants (ESG) program. Grant Recipients may provide rental assistance or services to eligible Program Participants who live or wish to live outside their jurisdiction. They may also fund ubgrants that serve persons outside the jurisdiction, sub-grantes outside the jurisdiction, and sub-grantees that serve several jurisdictions. Grantees may establish more stringent requirements, such as requiring the use of HPRP funds within their jurisdictions or establishing residency requirements, but HUD has not established these requirements.
