Homelessness prevention and early re-housing programme On February 17, 2009, President Obama signed the "American Recovery and Reinvestment Act of 2009", which provides 1.5 billion dollars for a fund to prevent homelessness. Ohio Department of Development Office of Housing and Community Partnerships - OH STATE PROGRAM offers program called the Homelessness and Rapid Rehousing Prevention Program (HPRP), is being distributed based on the formula used for the Emergency Shelter Grants (ESG) program. Scholarship holders may offer rental assistance or services to eligible program participants who are domiciled or wishing to reside outside their jurisdiction. They may also fund subguarantees that serve people outside the jurisdiction, subguarantees that are located outside the jurisdiction, and subguarantees that serve multiple jurisdictions. Grant recipients may establish stricter requirements, such as requiring hprp funds to be seded within their jurisdiction or establishing residence requirements, but the hud has not set these requirements.
