Homeless prevention and rapid relocation programme On February 17, 2009, President Obama signed the 2009 U.S. Reconstruction And Reinvestment Act and donated $1.5 billion to the Homeless Protection Fund. Department of Planning & Development - CLEVELAND HEIGHTS offers program that called the Homelessness Prevention and Rapid Re-Housing Program (HPRP), is distributed based on the formula used for the Emergency Shelter Grants (ESG) program. Grant recipients may provide assistance or services for rent to eligible Program Participants who live or wish to live outside their jurisdiction. They may also fund subcommittees that serve persons located outside a jurisdiction, subcommittees that are located outside a jurisdiction and subcommittees that serve multiple jurisdictions. A grantee may set more stringent requirements, such as requiring that HPRP funds be spent within the jurisdiction or establishing a residency requirement, but HUD is not setting these requirements.
