Homeless and Quick Re-Housing Prevention Program On 17 February 2009, President Obama signed into law the American Recovery and Reinvestment Act of 2009, which provides for the allocation of $1.5 billion to the United States. Department of Development - CANTON offers program called the Rapid Housing and Re-Housing Prevention Program (HPRP), is being distributed based on the formula used for the Emergency Shelter Grants (ESG) program. Grants may provide rental assistance or services to eligible Program Participants living or wishing to live outside their jurisdiction. In addition, they may fund grantees that serve individuals outside of jurisdiction, grantees that are outside of jurisdiction, and grantees that serve multiple jurisdictions.
