Homelessness prevention and a rapid re-housing program On February 17, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009, which provides $1.5 billion for a Homeless Prevention Fund. Department of Community Development - CINCINNATI offers program called the Homelessness and Rapid Rehousing Prevention Program (HPRP), is being distributed based on the formula used for the Emergency Shelter Grants (ESG) program. Beneficiaries can provide assistance or rental services to participants who are eligible for the program who reside or would like to reside outside their jurisdiction. They may also fund grant recipients who provide services to persons outside the jurisdiction, grant recipients who are outside the jurisdiction and grant recipients who provide services to multiple jurisdictions. A beneficiary may have stricter requirements, such as requirements that HPRP funds be spent within the jurisdiction or establish a residence requirement, but HUD does not impose these requirements.
