Homeless Prevention and Rapid Re-Housing Program On 17 February 2009, President Obama signed the American Recovery and Reinvestment Act of 2009, which provides $1.5 billion for a Homelessness Prevention Fund. Department of Health and Human Services - TRENTON offers program called Homelessness Prevention and the Rapid Re-Housing Program (HPRP), is distributed based on the formula used in the Emergency Grants Shelter (ESG) program. Grants may provide rental assistance or services to eligible Program Participants living or wishing to live outside their jurisdiction. They may also fund ubgranates serving people outside the jurisdiction, subgranates serving people outside the jurisdiction and subgranates serving multiple jurisdictions. The assignee may set stricter requirements, such as requiring hprp funds to be used in jurisdictions or determining residency requirements, but hud does not set these requirements.
