Recipients may provide rent assistance or services to eligible program participants who reside or would like to reside outside their jurisdiction. You can also fund outside your jurisdiction, to a grantee outside your jurisdiction, or to a grantee who provides services to multiple jurisdictions. A beneficiary may have stricter requirements, such as requirements that HPRP funds be spent within the jurisdiction or establish a residence requirement, but HUD does not impose these requirements.
