Homeless and Rapid Re-Housing Prevention Program On February 17, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009, which provides for $1.5 billion for the Homelessness Prevention Fund. Community Development Agency - UNION CITY offers program that called the Homelessness Prevention and Rapid Housing Recovery Program (HPRP), is distributed according to a formula used for the Emergency shelter grant program (ESG). Recipients may provide rent assistance or services to eligible program participants who reside or would like to reside outside their jurisdiction. They may also fund ubgranates serving people outside the jurisdiction, subgranates serving people outside the jurisdiction and subgranates serving multiple jurisdictions. Grantees may establish more stringent requirements, such as requiring the use of HPRP funds within the jurisdiction or establishing residency requirements, but HUD has not established these requirements.
