Programme for the prevention of homelessness and rapid resettlement On February 17, 2009, President Obama signed the U.S. Recovery and Reinvestment Act of 2009, which is $1.5 billion for a Homeless Prevention Fund. Nebraska Department of Health and Human Services - NE STATE PROGRAM offers program called the Homeless and Rapid Re-Housing Prevention Program (HPRP), is being distributed based on the formula used for the Emergency Shelter Grants (ESG) program. Grantees may provide rental assistance or services to eligible program participants who reside or wish to reside outside of their jurisdiction. They may also fund grant recipients who provide services to persons outside the jurisdiction, grant recipients who are outside the jurisdiction and grant recipients who provide services to multiple jurisdictions. A beneficiary may establish stricter requirements, such as requiring HPRP funds to be spent within the jurisdiction or establishing a residence requirement, but the HUD does not establish such requirements.
