Homeless and Rapid Re-Housing Prevention Program On February 17, 2009, President Obama signed the 2009 U.S. Reconstruction And Reinvestment Act and donated $1.5 billion to the Homeless Protection Fund. North Dakota Department of Commerce - ND STATE PROGRAM offers program that called the Homelessness Prevention and Rapid Housing Recovery Program (HPRP), is distributed according to a formula used for the Emergency shelter grant program (ESG). Scholars may provide assistance or rental services to eligible program participants who reside or would like to reside outside their jurisdiction. Funding may also be provided to subgrantees serving persons outside the jurisdiction, subgrantees located outside the jurisdiction, and subgrantees serving multiple jurisdictions. A grantee may impose stricter requirements, such as requiring HPRP funds to be spent within the jurisdiction or setting a residency requirement, but HUD does not set these requirements.
