Homelessness prevention and rapid re-housing On February 17, 2009, President Ma signed the American Recovery and Reinvestment Act 2009, raising $1.5 billion for a homelessness prevention fund. Community Services Division (CSD) - MS STATE PROGRAM offers program that called the Homelessness Prevention and Rapid Re-Housing Program (HPRP), is distributed based on the formula used for the Emergency Shelter Grants (ESG) program. The grantee may provide rental assistance or services to eligible program participants who reside or wish to live outside their jurisdiction. They may also finance ubgrantes serving outside the jurisdiction, sub-grenades that are outside the jurisdiction, and sub-grenades serving multiple jurisdictions. A recipient may establish stricter requirements, such as requiring PHP funds to be spent in the jurisdiction or establishing a residency requirement, but hud does not establish these requirements.
