Homeless prevention and rapid relocation programme On February 17, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009, which provides $1.5 billion for a homelessness prevention fund. St. Louis County Planning and Development Department - ST LOUIS COUNTY offers program, called the Homeless and Rapid Re-Housing Prevention Program (HPRP), is being distributed based on the formula used for the Emergency Shelter Grants (ESG) program. Grantees may provide rental assistance or services to eligible program participants who reside or wish to reside outside their jurisdiction. They can also fund drunks serving people outside the jurisdiction, subgrants who are outside the jurisdiction, and subgrants serving multiple jurisdictions. The grantee may set stricter requirements, such as requiring hprp funds to be spent within jurisdiction or establishing a residency requirement, but hud does not establish these requirements.
