Homelessness Prevention and Rapid Relocation Program On February 17, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009, which provides $1.5 billion for a Homelessness Prevention Fund. Kentucky Housing Corporation, Specialized Housing Resources Department - KY STATE PROGRAM offers program, called the Homelessness Prevention and Rapid Re-Housing Program (PRHP), is distributed using the formula used for the Emergency Shelter Grants (GSS) program. Grant recipients may provide rental services or services to program participants who live or wish to reside outside their jurisdiction. They can also fund ubgrantees that serve individuals outside of jurisdiction, sub-grants that are outside the jurisdiction, and subgrantees that serve multiple jurisdictions. Grantees can establish more stringent requirements, such as requiring HPRP funds to be spent within their jurisdiction or establishing residency requirements, but HUD has not established these requirements.
