Homelessness prevention and rapid rehousing programmes On February 17, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009, which provides $1.5 billion for a Homelessness Prevention Fund. Housing Development Department - COVINGTON offers program that called the homelessness prevention and rapid overworking program (hprp), is distributed on the basis of the formula used for the emergency housing subsidy program (esg). Grant recipients may provide rental services or services to program participants who live or wish to reside outside their jurisdiction. Funding may also be provided to subgrantees serving persons outside the jurisdiction, subgrantees located outside the jurisdiction, and subgrantees serving multiple jurisdictions. A beneficiary may have stricter requirements, such as requirements that HPRP funds be spent within the jurisdiction or establish a residence requirement, but HUD does not impose these requirements.
