Programme for the prevention of homelessness and rapid re-housing On 17 February 2009, President Obama signed into law the American Recovery and Reinvestment Act of 2009, which provides for the allocation of $1.5 billion to the United States. Planning, Building & Development Department Community Development Division - LAKE COUNTY offers program called homelessness Prevention and Rapid Re-Housing Program (HPRP), is distributed according to the formula used for the Emergency Shelter Grants (ESG) program. Scholars may provide assistance or rental services to eligible program participants who reside or would like to reside outside their jurisdiction. They may also fund grant recipients who serve persons outside the jurisdiction, grant recipients who are located outside the jurisdiction, and grant recipients who serve multiple jurisdictions. A beneficiary may have stricter requirements, such as requirements that HPRP funds be spent within the jurisdiction or establish a residence requirement, but HUD does not impose these requirements.
