Kane County Development Department - KANE COUNTY offers  program called the Homeless and Rapid Re-Housing Prevention Program (HPRP), is being distributed based on the formula used for the Emergency Shelter Grants (ESG) program. Grantees may provide rental assistance or services to eligible program participants who live or seek to live outside the jurisdiction. They may also fund ubgrants that serve persons outside the jurisdiction, sub-grantes outside the jurisdiction, and sub-grantees that serve several jurisdictions. Grantees can establish more stringent requirements, such as requiring HPRP funds to be spent within their jurisdiction or establishing residency requirements, but HUD has not established these requirements.
