Homelessness prevention and early re-housing programme On February 17, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009, which provides $1.5 billion for a Homeless Prevention Fund. Department of Family and Support Services - CHICAGO offers program that called the Homelessness Prevention and Rapid Re-Housing Program (HPRP), is distributed based on the formula used for the Emergency Shelter Grants (ESG) program. Scholars may provide assistance or rental services to eligible program participants who reside or would like to reside outside their jurisdiction. They may also finance subgrantees that serve individuals outside the jurisdiction, subgrantees located outside the jurisdiction, and subgrantees serving multiple jurisdictions. The Grant Recipient may establish stricter requirements, such as requiring HPRP funds to be spent within the jurisdiction or requiring residence, but the HUD does not establish these requirements.
