Homeless and Rapid Re-Housing Prevention Program On February 17, 2009, President Obama signed the "American Recovery and Reinvestment Act of 2009", which provides 1.5 billion dollars for a fund to prevent homelessness. Community Development Department - EAST ST LOUIS program, called the Homelessness Prevention and Rapid Housing Recovery Program (HPRP), is distributed according to a formula used for the Emergency shelter grant program (ESG). Grantees may provide rental assistance or services to eligible members who reside or wish to live outside their jurisdiction. They can also fund drunks serving people outside the jurisdiction, subgrants who are outside the jurisdiction, and subgrants serving multiple jurisdictions. The Grant Recipient may establish stricter requirements, such as requiring HPRP funds to be spent within the jurisdiction or requiring residence, but the HUD does not establish these requirements.
