Homelessness Prevention and Rapid Re-housing Program On February 17, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009, which provides $1.5 billion for a Homeless Prevention Fund. Department of Housing and Citizens Services - PUEBLO offers program, called Homelessness Prevention and the Rapid Re-Housing Program (HPRP), is distributed based on the formula used in the Emergency Grants Shelter (ESG) program. Grant recipients may provide assistance or services for rent to eligible Program Participants who live or wish to live outside their jurisdiction. They may also fund ubgranates serving people outside the jurisdiction, subgranates serving people outside the jurisdiction and subgranates serving multiple jurisdictions. A recipient may establish stricter requirements, such as requiring PHP funds to be spent in the jurisdiction or establishing a residency requirement, but hud does not establish these requirements.
