Homelessness prevention and rapid re-housing programme Funding for this program, called the Rapid Housing and Re-Housing Prevention Program (HPRP), is being distributed based on the formula used for the Emergency Shelter Grants (ESG) program. Grantees may provide rental assistance or services to eligible program participants who reside or wish to reside outside of their jurisdiction. Counties served:Pulaski County They may also fund ubgrants that serve persons outside the jurisdiction, sub-grantes outside the jurisdiction, and sub-grantees that serve several jurisdictions. A payee may establish more stringent requirements, such as requiring that HPRP funds be spent within the jurisdiction or establishing a residency requirement, but HUD does not establish such requirements.
