Homelessness Prevention and Rapid Housing Recovery Program On February 17, 2009, President Obama signed the U.S. Recovery and Reinvestment Act of 2009, which is $1.5 billion for a Homeless Prevention Fund. Department of Housing and Urban Development - LITTLE ROCK program, called homelessness Prevention and Rapid Re-Housing Program (HPRP), is distributed according to the formula used for the Emergency Shelter Grants (ESG) program. Recipients can provide rental assistance or services to eligible program participants who reside or wish to reside outside their territory. Funding may also be provided to subgrantees serving persons outside the jurisdiction, subgrantees located outside the jurisdiction, and subgrantees serving multiple jurisdictions. Grantees can establish more stringent requirements, such as requiring HPRP funds to be spent within their jurisdiction or establishing residency requirements, but HUD has not established these requirements.
